UM seminar will

Despite the results of a two-day December
special session designed to address school funding in Montana, the
debate over the funding system continues. So what changes do
Montana schools really need?
A seminar called "Special
Legislative Session 2005" will address the issue of school funding
Jan. 19 at the University of Montana Center in Missoula. The
event will run from 4 to 9 p.m.
The seminar will be the third
in the series “The Montana Constitution: Progressive Spirit of the
Rocky Mountain West” sponsored by the O’Connor Center for the Rocky
Mountain West, UM’s regional studies and public policy center and
the University’s Tribal Leaders Institute.
"In addition to
bring together the movers and shakers behind the school finance
debate in the state we also will host Molly Hunter, an expert on
school finance reform, who can give our state's effort a national
perspective," said event organizer Kathy Cross this
week.
Hunter is director of the National Equity Network at
New York's Columbia University and will be the keynote
speaker.
“Education funding is a big issue right now in many
states, whether we are talking about lawsuits or rallies at state
capitols or other efforts to give kids better schools," Hunter
said.
“High expectations from schools, tight state budgets
and more sophisticated methods of measuring the cost of an
‘adequate’ education have jelled to create a climate for litigation
and pressure for legislative change,” she said.
CRMW senior
fellows Pat Williams and Bob Brown - who also will moderate panel
discussions during the event - will open the seminar with welcoming
remarks.
That will be followed by a discussion of the Montana
Constitution and its educational provisions, a panel discussion
reviewing the Dec. 14-15 special session, a catered dinner, Hunter's
keynote speech to be introduced by State Superintendent of Public
Instruction Linda McCulloch, and a second panel discussion looking
at what the special session accomplished, what it could have done
differently and what is left to be done.
Afternoon panel
members will include Jim Clark, superintendent of Missoula County
Public Schools; Jack Copps, executive director of the Montana
Quality Education Coalition; David Ewer, the governor’s budget
director; Eric Feaver, president of the Montana Education
Association and Montana Federation of Teachers; Denise Juneau,
director of Indian education with the Office of Public Instruction;
and Lance Melton, executive director of the Montana School Boards
Association.
Evening panelists will be Rep. Norma Bixby,
D-Lame Deer; Rep. Bill Glazer, R-Huntley; Rep. Bob Lake, R-Hamilton;
Sen. Dave Lewis, R-Helena; Rep. Holly Raser, D-Missoula, and Sen.
Don Ryan, D-Great Falls.
